THE BY‑LAWS OF THE LI‑MING
STUDENT GOVERNMENT ASSOCIATION

These
By‑Laws are the statutes for the government of the SGA, adopted in
conjunction with the Constitution of the SGA to more fully define the powers,
duties and functions authorized thereunder. |
ARTICLE I. OFFICERS
Section 1. The officers of the
SGA shall be: the President, the Vice‑President(s), the Secretary (Secretaries), and the Treasurer(s). Said officers shall
be elected by the students from grades 8‑12 and shall serve
until the end of school year.
ARTICLE II. PRESIDENT
Section 1. The President shall
be the principal executive officer of the SGA, and shall supervise and direct all of the business and affairs of the
SGA. He/She shall preside over all meetings of the SGA. The office of President is limited to students in the 11th
or 12th grade.
The term limit for the President is one term.
ARTICLE III. VICE‑PRESIDENT
Section 1. In the absence of the
President, of in the event of his/her inability, incapacity, or refusal to act,
the Vice‑President(s) shall perform the duties of the President and when so acting shall all of the powers, and be subject to
all of the same restrictions upon action, of the President. The Vice‑President(s) shall perform
such other duties
as may be assigned to them by the President.
ARTICLE IV. SECRETARY
Section 1. The Secretary
(Secretaries) shall certify to the SGA all minutes of the regular and special
meetings of the SGA. He/She shall
perform such other duties as may be assigned to
him/her by the President, or as provided elsewhere in the Constitution and By‑Laws.
ARTICLE V. TREASURER
Section 1. The Treasurer(s)
shall have charge and custody, and be responsible for, all funds and securities of the SGA, except as otherwise provided, and
deposit all moneys in the name of the SGA in such banks, trust
companies or other depositories, and shall in general perform
all the duties incident to the office of Treasurer and such other duties as may
be assigned to him/her by the President or the SGA.
ARTICLE VI. COMMITTEES
Section 1. Standing Committees
of the SGA at times have included committees on Finance, Fund-raising, Language Carnivals, and Newsletters.
ARTICLE VII. FUNDS AND FINANCES
Section 1. All transactions and
deposits shall be in the name of the SGA. All general funds shall be under the control of the Treasurer(s) and be dispersed
on warrants as provided and directed by it.
Section 2. The SGA shall appropriate
from the general fund money for payment of the expenses deemed
necessary.
Section 3. The SGA shall direct
the collection of all funds due the SGA.
It shall determine the manner and mode of payment of such
funds subject to the limitation herein.
Section 4. The SGA shall direct
the allocation of all funds received to the appropriate funds for which they were collected.
ARTICLE VIII. EXPELLING/DISCIPLINE
OFFICERS
Section 1. Officers that do not
uphold the objectives of the SGA and do not carry out the tasks of their respective office shall be removed.
Section 2. Officers that exhibit
poor behavior, poor judgment, or threaten the good name of the SGA shall be disciplined or expelled.
ARTICLE IX. AMENDMENTS
Section 1. The By‑Laws of the
SGA may be amended or repealed by a two‑thirds vote of those present and eligible to vote on the proposed amendment, a
quorum being present at the session.
Section 2. Any proposed amendment
to these By‑Laws which shall have failed to be adopted by vote at the meeting may not again be submitted for
consideration by vote until after the next meeting.
